Your advocacy is needed! Legislation that would require commercial health insurance plans to cover speech therapy for the treatment of stuttering has been sent to Governor Hochul’s desk.
She now has until October 21 to sign or veto this bill. NYSSLHA has been strongly advocating for enactment of this legislation. Now we need your help to urge her to sign the bill into law and ensure access to evidence-based care for individuals of all ages who stutter.
Despite well-established, effective therapies, many New Yorkers face barriers to care because their insurance does not cover treatment for stuttering. This legislation (S3654-A/ A7321-A) would end that gap and ensure that people who stutter have access to the therapy they need to thrive in school, at work, and in life.

I’m calling to urge you to sign A7321-A into law. This bill would require insurance coverage for speech therapy for individuals who stutter.
Stuttering is a communication disorder that can have lifelong social, academic, and professional impacts.
Despite the well-established benefits of speech therapy, individuals seeking treatment for stuttering frequently face insurance denials, placing an unfair burden on families who must either pay out of pocket or forgo therapy altogether. The ability to access therapy for stuttering can have lifelong impact on quality of life.
Ensuring equitable access to medically necessary treatment is the right thing to do and will improve quality of life for many New Yorkers who struggle with stuttering.
Please sign this bill into law to support New Yorkers who stutter to thrive socially, academically, and professionally.
